Mark Butler, Director of The People Organisation, has welcomed the Health and Social Care Integration Scheme for Aberdeen as a real chance to make necessary change happen for local people.
But Mark, one of the team from the Good Governance Institute which is working with the Integration Board on creating the structures, process, capacity and governance for this multi million pound new organisation, sees huge challenges in overcoming barriers that have traditionally got in the way of effective integration.
“Over the years there have been a number of attempts to bring health and social care together, but it has always been clear in the past that some deeply-held views on all sides get in the way. The success of these new integrated organisations, created by statute, will be more about cultural change than about the mechanics of accountability, even though these are important,” he adds.
“One of the reasons I am now working on projects like this with GGI is new structures like the one in Aberdeen are vital to the future of public services and what GGI brings to them is a depth of knowledge and experience which my expertise in cultural change and public involvement complements very well. It would make no sense for The People Organisation to attempt to grow to match what GGI already does so well, as TPO’s strengths lie elsewhere,” he added.
